The Bureau of Indian Standards (BIS) has issued guidelines, effective as of January 2024, for the permanent implementation of Parallel Testing for products falling under the Electronics and Information Technology Goods (Requirements of Compulsory Registration Order).


Initially introduced as a pilot project for Mobile Phones in December 2022, its scope was later expanded to encompass Wireless Earphones, Headphones, Laptops, Notebooks, and Tablets due to limited application inflow.


Manufacturers are now empowered to initiate test requests for all product categories covered by CRS from the date specified in the circular. The guidelines authorize parallel testing either at BIS labs or recognized labs, with subsequent registration by BIS.


Manufacturers are obliged to furnish an undertaking addressing various requirements, and the linkage of applications within the chain remains the responsibility of the manufacturer. The circular offers an illustrative example of the parallel testing procedure.


The responsibility for the parallel issuance of licenses rests solely with BIS, contingent upon the registration of all components involved in the final product.
