Saudi Arabia Updates Communication & IT Device Registration Process
Effective February 12, 2025, Saudi Arabia has implemented an updated version of the Technical Regulation for Communications and Information Technology Devices, aiming to streamline product conformity procedures. This regulation is jointly developed by the Communications, Space & Technology Commission (CST) and the Saudi Standards, Metrology and Quality Organization (SASO) to enhance market oversight and import efficiency.
Transition from CST to SABER Platform
Under the new rules, the SABER platform will fully replace the CST platform for conformity approvals.
All product registration and compliance procedures must now be conducted through SABER, including obtaining the Product Certificate of Conformity (PCoC) and the Shipment Certificate of Conformity (SCoC).
Product Categories and Assessment Pathways
The conformity assessment depends on product classification:
- Consumer Devices (e.g., mobile phones, Wi-Fi routers, smart home gadgets):
→ Must obtain a PCoC via SABER before import or sale. - Non-Consumer/Industrial Equipment (e.g., network infrastructure, industrial routers):
→ Subject to different compliance requirements depending on technical use and regulations.
Compliance Steps
- Register on SABER – Create an account on the SABER platform.
- Classify Your Product – Identify whether it is for consumer or industrial use.
- Select a Conformity Assessment Body – Choose an SASO-recognized body.
- Apply for PCoC – Obtain the Product Certificate of Conformity via SABER.
- Obtain SCoC – Secure a Shipment Certificate of Conformity for each shipment prior to customs clearance.
