Mexico Publishes New Telecommunications and Broadcasting Law, Effective July 17, 2025

On July 16, 2025, Mexico officially published the new Telecommunications and Broadcasting Law in the Official Gazette of the Federation (DOF), set to take effect on July 17, 2025. The full text is available here: Official Publication.

Dissolution of IFT and Creation of New Regulatory Body

According to Article Eight, on the day the Plenary Session of the Telecommunications Regulatory Commission is formed, the Federal Telecommunications Institute (IFT) will be dissolved, and its Commissioners will conclude their functions. Until that date, the IFT will continue operations. The appointment date of the new Commissioners has not yet been determined.

Handling of Ongoing Matters

  • Article Nineteenth: Ongoing matters currently handled by the IFT will be transferred to the Telecommunications Regulatory Commission or the National Antimonopoly Commission, depending on jurisdiction, under the legislation applicable at their initiation.
  • Article Twentieth: Upon the formation of the new Plenary Session, all procedures related to this Decree and applicable regulations will be suspended for 15 business days, except for:
    • Fulfillment of obligations by concessionaires, authorized entities, permit holders, and other regulated parties
    • Deadlines in Chapter 3, Section 3.3 of the 2025 Annual Program for the Use and Utilization of Frequency Bands (published February 6, 2025)
    • IFT approval applications, which will face only a five-business-day suspension

Spectrum Auction Plan

  • Article Twenty-Seventh: Within 180 calendar days from the law’s effective date, the Telecommunications Regulatory Commission must issue a spectrum bidding plan for mobile wireless access services to ensure sufficient bandwidth for sector growth.

Continuity of Current Regulations

  • Article Twenty-Eighth: Until new regulations, guidelines, and provisions are issued under this Law, existing ones will remain in force, provided they do not conflict with the Decree.
